I tried to change my profile picture. I was able to delete the old one but I am unable to upload a replacement.
Not really helpful without more information. Did you receive any errors? Describe what happened, please.

I have tried from my iphone, ipad and pc. I get this screen but cannot remove the radio button.
Try it now. You should see more options now.
Looks like a recent update reset some permissions.
